Fiebers\u00e4fte, Schmerzmittel, Cholesterinsenker, Insulin, Antibiotika und Krebsmedikamente sind vielerorts Mangelware. Die bisher von der Bundesregierung ergriffenen Ma\u00dfnahmen sind v\u00f6llig unzureichend \u2013\u00a0und werden durch die Gesundheitspolitik der Ampel zum Teil sogar konterkariert.<\/span><\/p>\n

Apotheken am Limit<\/b><\/p>\n

Die Versorgungssicherheit belastet Patienten, Apotheker und \u00c4rzte. Besonders herausfordernd ist die Mangelsituation f\u00fcr chronisch und schwer kranke Personen sowie f\u00fcr Familien mit kleinen Kindern. Teilweise f\u00fchrt die schwer ertr\u00e4gliche Situation sogar zu \u201eHamsterk\u00e4ufen\u201c, was die Medikamentenknappheit noch erh\u00f6ht und mit unn\u00f6tigen Kosten einhergeht. Das von der Bundesregierung konzipierte \u201eArzneimittel-Lieferengpassbek\u00e4mpfungs- und Versorgungsverbesserungsgesetz\u201c (ALBVVG) erweist sich zunehmend als Reinfall und vermag die grundlegenden Probleme nicht zu l\u00f6sen. Mit dem \u201eGKV-Finanzstabilisierungsgesetz\u201c wurde die allgemeine Versorgungslage sogar noch versch\u00e4rft: Indem die Ampel die Verg\u00fctungsregelungen f\u00fcr Apotheken durch zus\u00e4tzliche Abschlagszahlungen verschlechterte, hat sich die wirtschaftliche Lage vieler Apotheken zugespitzt. Damit beschleunigt die Bundesregierung das Apothekensterben und gef\u00e4hrdet die Versorgung insbesondere im l\u00e4ndlichen Raum. Durch die weitere Versch\u00e4rfung der Finanzierungsregelungen f\u00fcr pharmazeutische Unternehmen, etwa bei der Preisbildung von Arzneimitteln, wird zudem der Pharma-Standort Deutschland unattraktiver.<\/span><\/p>\n

Vorschl\u00e4ge der Union liegen auf dem Tisch<\/b><\/p>\n

Im vergangenen Jahr hat die CDU\/CSU-Bundestagsfraktion mit zwei Antr\u00e4gen konkrete L\u00f6sungsvorschl\u00e4ge unterbreitet. Sie sind in der jetzigen Situation aktueller denn je. Wir fordern die Bundesregierung dazu auf, unverz\u00fcglich den Pharmadialog wieder aufzunehmen und den Apotheken mehr Spielr\u00e4ume in Mangelsituationen zu erm\u00f6glichen. So m\u00fcssen die Austauschregelungen f\u00fcr Medikamente bei Nichtverf\u00fcgbarkeit erweitert oder der breitere Einsatz bei Kinderarzneimitteln \u2013 auch \u00fcber die eigentliche Zulassung hinaus \u2013 erm\u00f6glicht werden. Die Apothekerinnen und Apotheker sollen in Mangelsituationen au\u00dferdem mehr M\u00f6glichkeiten erhalten, vergleichbare Arzneimittel auszugeben und insgesamt weniger b\u00fcrokratischen Hindernissen unterworfen werden. Auch wollen wir als Unionsfraktion den Forschungsstandort Deutschland f\u00fcr klinische Pr\u00fcfungen st\u00e4rken. Zudem braucht es ein wirkungsvolles Monitoring sowie ein nationales und ein EU-weites Fr\u00fchwarnsystem, um rechtzeitig auf Lieferengp\u00e4sse bei wichtigen Arzneimitteln reagieren zu k\u00f6nnen. Insbesondere auf EU-Ebene muss sich die Ampel daher verst\u00e4rkt in die Revision der Arzneimittelgesetzgebung einbringen.
