Noch nie in der Geschichte der Bundesrepublik Deutschland wurde ein Bundeshaushalt f\u00fcr nichtig erkl\u00e4rt.<\/span><\/p>\n

Karlsruhe hat die Selbstbedienungsmentalit\u00e4t der Ampel-Regierung gestoppt und die Schuldenbremse nachhaltig gest\u00e4rkt. Schuldenfinanzierten Sonderverm\u00f6gen, Haushaltstricksereien und einer Aush\u00f6hlung der Schuldenbremse wurde ein Riegel vorgeschoben. Damit bricht ein wesentlicher Eckpfeiler der Haushalts- und Finanzplanung der Regierung in sich zusammen. Wir erwarten, dass Bundesfinanzminister und Bundeskanzler nun einen verfassungskonformen Bundeshaushalt vorlegen und den Dauerstreit in der Ampel um die Schuldenbremse beenden. Das ist eine Frage der politischen F\u00fchrungsverantwortung f\u00fcr Deutschland.<\/span><\/p>\n

Anstatt echten oder scheinbaren Streit \u00fcber Geld \u00f6ffentlich auszutragen, muss die Ampel sich endlich auch in der Haushaltspolitik auf das Wesentliche konzentrieren: Die Wahrung des Wohlstandes im Innern und den Schutz der Freiheit im \u00c4u\u00dferen.<\/span><\/p>\n

Hintergrund:<\/b><\/p>\n

Die Mitglieder der CDU\/CSU-Bundestagsfraktion hatten im April 2022 beim Bundesverfassungsgericht (BVerfG) Klage gegen den Zweiten Nachtragshaushalt 2021 (2. NT 2021) der Ampel eingereicht. Diese Klage hatte die rechtliche \u00dcberpr\u00fcfung der nachtr\u00e4glichen Umwidmung von Corona-Mitteln in H\u00f6he von 60 Mrd. Euro f\u00fcr andere Zwecke und eine \u00dcberpr\u00fcfung der neuen Buchungsregeln f\u00fcr Sonderverm\u00f6gen zum Ziel. Beantragt wurde, die Verfassungswidrigkeit des 2. NT 2021 festzustellen.<\/span><\/p>\n

Das BVerfG ist unserer Argumentation in seiner Entscheidung voll umfassend gefolgt. Es hat den 2. NT 2021 f\u00fcr mit dem Grundgesetz unvereinbar und nichtig erkl\u00e4rt. Zus\u00e4tzlich hat das BVerfG die uns wichtigen Haushaltsgrunds\u00e4tze, insbesondere die J\u00e4hrlichkeit aller Einnahmen und Ausgaben sowie die 2009 eingef\u00fchrte Schuldenbremse, gest\u00e4rkt. Auch die Nutzung von schuldenfinanzierten Sonderverm\u00f6gen wird k\u00fcnftig in dieser Form nicht mehr m\u00f6glich sein.<\/span><\/p>\n

Mit diesem klaren Urteil st\u00e4rkt das BVerfG den Deutschen Bundestag in seiner Kompetenz, \u00fcber die Ausgabe von Haushaltsmitteln zu entscheiden.
